Make leveling and gearing extremely long and time consuming

I’m obviously not doing that, or at least not trying to. Its just a very common point brought up by many, many healers including both high end and lower end healers. Having healing that matches damage going out leads to healers having more agency over how a game can go, along with healers not being very easy to kill. As long as damage is high enough that it forces cooldowns often it works out relatively well, just leads to the issues we have now where its only a few healers that enjoy this and its only a few dps specs that can do this.

If the healer cant heal through all damage all the time unless out of mana or cc’d, whats the point in bringing the healer?
