Having the issue as well. On Shaw/Rogers. Can confirm it works when connecting through VPN on different ISP.
are you guy’s getting the wow51900328 error after siting the logging in to game server thing? because i cant fr tell if its me or just shaw at this point <3

Looks to be a Rogers/Shaw Routing issue.
Update. This tech seems knowledgeable. I am on hold while he investigates the issue. Before I was put on hold he said it looked like there was a “block” on “battle.net”. Sounds like some security guy at Shaw did an oopsie this morning.

1000% Shaw issue. Every single person here having the same issue is western canada and with shaw. 
Been searching up Blizzard/Shaw stuff and this isn’t the first time this happened. Last time it looks like it was days and SO many people had to call before they fixed it. Some kind of Routing issue it seems?

So all the VPNs work . I used Shark VPN and there’s no lag/ping
Who could forget the year before when we ‘helped’ with the North American Diablo IV promo? My buddies in New York and Florida were thrilled at how orange and black the sky was at high noon! Very realistic FX.

Same thing in Alberta Canada, Shaw here.
We need someone from Blizzard to contact the ISP directly more than likely. Front line agents are not the smartest and even those who are are not usually allowed to do much more than just their queue card.
From my end, I tried before calling to ipconfig /flushdns and then a tracert.
If I connect using a VPN, I am good. Which means it’s a routing issue on Shaw’s end.
Either between Shaw and their US partner in the US for the “last mile” of the connection or something more serious. But since everything else seems to be working fine…internet, email, etc…it’s likely a routing issue for the wow authentification servers…

Im in on hotspot from phone, you could give it a try to see if you can save yourself
Someone at Shaw must have gotten a horrible vault. And is taking it out on the rest of us.
