You have packet loss on 5 hops and awful worst ping on everything else. At this point your ISP is just hot dog water and you need to call them. Not saying it couldn’t be two issues but you 100% have an ISP issue.
And again these issues start as soon as it leaves your router so the ISP issue could easily be your whole issue. Either neighborhood issue or cabling etc.
PS you issues start right in your neighborhood so I am highly doubting the ocean issues below as your cause.

The submarine cable impacting the region is still pending full repair. While these repairs are handled by another party, hopefully we’ll have more promising news to share soon.
