On new characters, the Dragonflight campaign cannot be started.
It seems to only affect some accounts. It happened to me, but not to my friend. There are similar reports to this happening to other people here:

Among other posts about this as well. I’m creating another one to provide more detail, and because I believe this is a critical bug that is ruining the experience for new players coming who are coming back to the game.
What happened to me:
- Create a new character
- Level from 1-10 in the new starting area
- Reach Stormwind with no clear direction on how to proceed
- Check campaign (on map), says I need to reach level 18 to continue the Dragonflight campaign.
- Grind dungeons to level 18, check again, and it says I need to reach level 28 now.
- Grind dungeons to level 28, check again, and now it says I need to reach level 36.
This is clearly a bug and is ruining the leveling experience. Past level 10 there is no clear direction on how to proceed at all.
I have tried talking to Chromie to switch campaigns back and forth, and despite the Dragonflight campaign being the recommended one, it still keeps saying I need to reach a higher level.
I tried going to Dragonflight anyway, but I cannot pick up any quests. I’m also not sure if it is related, but I cannot see how I can switch my flight mode to dragon riding either.
Overall, very bad experience for returning player. No sense of direction, and the recommended way of leveling is bugged and does not make sense.
