Hey Blizzard, I appreciate the work you did fixing the bug of Khadgar. Now, im my Mage character i cant see the Scouting Map missions, and the NPC Karlain in Violet Citadel it’s not there for me to deliver the quest ‘‘The Wisdom of the Council’’.
Anyone with this problem?
How can we fix that? 
I also created another mage, and the new character is able to use the Scouting Map in the order hall, why?

I submitted a bug fix for this but I haven’t seen anything different since yesterday when I submitted the support ticket. I have read sometimes this happens with a bug for artifact quests but I’m not entirely sure about that. You are not alone with this bug and I hope it is fixed relatively soon for us. If I see any change I’ll reply again or if I find a fix in the mean time.
This is bugged for my character for a long time. :(. Really hope they fix that
Update: I still haven’t gotten it to work yet. I did an artifact quest and through a small scene the Archmage Karlain appeared next to Khadgar near the end of the scene; then he disappeared. He is still in another phase higher up in the Violet Citadel. I’m thinking it has to do with quests that were not completed and we are perhaps in the wrong phase?? I have not had the issue with the scouting map though. Ill let you know still with another update. I completed a lot of quests for the artifact story line but I don’t think I have completed enough. I’m not sure how many artifact quests that you have. I have also tried abandoning and then picking up from Magespear, that doesn’t seem to work either. Hopefully I find some sort of solution :). Again I’ll keep you all posted!
Ive created another mage just for complete all the class hall, so frustrating, my ticket was useless. =(
Update: I created another mage, and i was able to complete missions in the scouting map with this other character (the main one still cant pick any missions on the scouting map, PLEASE BLIZZARD FIX THIS IN MY CHARACTER). BUT the mission ‘‘A wisdom of the councill’’ still impossible to complete, since the NPC: Archmage Karlain is phased higher up.
Im sad.
Same for me, I’m stuck in this quest chain until I can turn this in…

There is another thread where people are responding to this as well. I believe it is an every class issue. And it has become an ongoing issue since the release of TWW. Pretty much stuck can’t progress or finish Legion expansion because of this. Still haven’t found any fixes this is definitely a BLIZZARD BUG that needs to be repaired!
What I found out by checking BTW quest addon all the quests I can not turn in regards to artifact quest lines are bugged. We can no turn them in or complete them at all. The wisdom of the council, the acolyte imperiled, the god queen’s fury. None of these quest chains can be completed
I’m Stuck too. The very same quest, and I see this has been a problem for a while, which is what I was afraid of… The Game has been effectively broken a long time and we’re paying for it, literally. And as a result my Mage is broken too. Aw man…I remember the 10 year anniversary, when they gave us a free pet . But for the 30 year Anniversary, we got this.
