The impression I got was that it was 10% now instead of 12%. It wasn’t super clear. It’s like they forgot they were going to have it be 12%.

No, they were removing the added +10% and replacing the base tuning to 12%.

Xal’atath’s Guile has been redesigned – Now causes keystones above level 12 to increase health and damage of enemies by 12% per level instead of 10% per level.

It’s not really a redesign if they just tune the number from 10% to 12%.
