Im afraid not. The severs are cross-realm by type and region. I think we all want a server like you described, it just doesnt exist at the moment.
A fresh server would be a (temporary) answer to these problems, but doesnt exist yet.

This was WM cluster From Day 1 of Classic Era until about 8 months ago, we had a fairly long run and then the coiners showed up.

Good news is that the upcoming fresh announcement will give you what you want! Fresh is rumored to be launching in Dec this year and will reset all non HC era servers. All characters etc will need to be recreated and it is a complete relaunch back to 2019.
Cannot wait for this what the players voted and wanted!
You don’t have to boost or join gdkp. Bots are on every server, but no one is forcing you to gdkp and no one is forcing you to boost. I’ve been leveling my druid the normal way and have zero plans to gdkp on him. I do not care if others are doing gdkps. It doesn’t affect me.
Stop worrying about what other people do. Just play the game.
They would kill what Is left of classic. If they deleted my character completely with no way to play it again I wouldn’t restart…. Why restart when there just going to delete my character in another 4 years

Turtle wow starting a fresh classic + EU pvp realm this friday. GDKPs and boosts are not allowed. Multiboxing is also bannable in pvp.
It’s easier to invent a time machine.

I’m not sure if this is willful ignorance or just wishful thinking.
Boosting affects you because instead of being available to party with you, a significant portion of the player base is sitting AFK in a dungeon while someone gets XP for them.
GDKP affects you because instead of joining guilds and working with other players to support each other and gear up, a significant portion of the player base is buying their gear and skipping a massive portion of the original game’s design.
Just because you don’t participate in those activities doesn’t mean they don’t have an impact on your game experience. That you may have decided you don’t want to acknowledge or notice that impact doesn’t mean it’s there.
People’s desire to play on a fresh server makes sense. RMT and botting tends to fuel both of these activities and a fresh server typically won’t have them, especially on the initial curve of leveling and raid progression. Unfortunately though this doesn’t last long. It takes a very short amount of time for botting to start up on a server and start supplying gold to players who are willing to pay for it and then the fresh server is now just like any other.
Fresh doesn’t really offer anything but a temporary reprieve from the normal and this will continue to be the case until either the player base collectively decides to stop paying to skip the game or until Blizzard decides to actively punish players who purchase gold. Since both of those seem pretty unlikely to happen the only option is to accept the servers as they are and find a path that works for you, or not play. It’s not great, but it is what it is I guess.

Probably because no rmt or bot player wants to play on a private server
because why would they go there when they can make more gold and money on the actual game
