It might help to say exactly where this item comes from. Is it from a quest, or a dungeon/raid, or what?
Having the same issue. I’ve tried removing/readding mount, getting quests where mount is needed, restarting the game, restarting my computer, disabling all addons, and still nothing… Was working before they added the new mount interface on a different character though
Still not working. I’m at level 77 and cannot advance into Icecrown without the ability to fly up to the Argent Vanguard Towers so I can use the cannons. No other quests will unlock until I complete that phase. Do a ton of us have to open tickets or something?
you can buy cold weather flying at this level in dal.

Broken for me to. Can’t advance the game without this. This is my first character - so I don’t have the Gold to drop 6k (Flying + Cold weather)… Kind of annoyed.
