The content drought in Wrath meant nothing to me since I was primarily occupied with doing dungeons, thanks to the dungeon finder. Remove that and I wouldn’t have even come back to WoW in 3.3 like I did.
This. I leveled and geared multiple alts, and enjoyed farming the 3.3 dungeons.

No, Wrath saw a slowed growth right from the start.
Wrath servers are going to see a drop in population just like Classic in general has, as people can’t occupy their time with LFD or anything like it.
They started going down before Cata launched. Cata being a mess at launch made it worse.
