Yes the new servers are just layers. There were a couple bugs here and there first couple days and that’s it.
This being a big problem, is just in your head.
Sharding would mean players from other servers would be showing up. And I’ve never personally seen that so unless you got proof I’m gonna move on from this thread.

Theres a line between “leveling with others” and everyone griefing each other and stabbing each other in the back lol. I think people prefer the former. Healthy pop is good but there is definitely a ceiling where it becomes too much.

Layering always used sharding-type technology but it was modified for Classic 2019.
I found this interview which explains it. According to these devs layering refers to “being in the same world”. So yes what is happening now is just sharding.
What I liked about this interview was that these devs just seemed to get what the Classic player base wanted from the game, they talk about recognizing the same people etc. IMO the current devs in charge do not really get it.
