All om my characters stopped leveling at 70. Is that my subscription limit?
It sounds like you may not have The War Within xpack, which bring the leveling cap up to 80.

It isn’t exactly a subscription limit, but a limit by your box type. The base game contains all of the World of Warcraft expansions up through Dragonflight, which has a level cap of 70.
To level beyond that you’ll need to pick up the War Within expansion.
