Need some kind of item level or general requirements to be able to queue. How is it possible to have 70k hp at 69?

happens at 70 as well. yesterday a dk at level 70 still had 6 of the green level 60 pieces you get when buying a 60 boost from the blizz store.
the problem is getting a reward of experience AND honor for losing while “pvp leveling”.
welfare rewards like that create a lazy complacent player which only gets worse at max level.
I see morons queing with 8 i level items from “Exiles Reach” starter zone.
This is my biggest gripe with Random BG’s. It is IMPOSSIBLE to win when 1/3 of your team is running around with 100k HP less than the average for that level bracket. They don’t do quests between BG’s, they don’t check AH for cheap replaceable gear, they just don’t try yet the game rewards then with passive honor and XP. These people should be immediately booted from the BG if they’re too lazy to find a way to contribute.
