That’s debatable.
If by definition your twink is simply those that turn their XP off rather than those that stack every advantage they can get to stomp on pugs.
Urban dictionary is this :
DEF 2: (in a role-playing game) a low-level character who is equipped with advanced-level armor and weapons obtained from a high level character, as a gift or through real money trade
Wikipedia definition:

I will take that definition over whatever your peddling any day.
I did it in MOP with a warrior. Fun times were had it was a multi week passive process

people gearing for pvp isnt an issue especially if they’re getting xp. as far as i know there isnt a new way to use the xp debuff sooooo……
its not against the rules to outgear someone.
Never said it was against the rules to have better gear.
Just that twinks exist, they are generally bad players and those that want to stomp on levelers and under geared players. There is a reason that almost every “twink” bracket died after Q’s got separated.

because it a niche part of the game and players were spread over 7 brackets.
as a 20 you’re well aware of games in 20-29 with xpoff.

Yeah, that is pretty much the only bracket I know is still popping. Free to Play twinks went there and I couldn’t be happier when that change happened.
Anecdotal but I personally know of a nobody streamer that consistently was a FTP twink, then when they got moved to a 20-29 xp off bracket they started twinking in other brackets and abusing an XP reduced exploit.
I reported him multiple times and he got suspended and stopped doing it. He now plays at max, can barely get past 1500 so he only premades instead until he was facing other premades and stopped playing altogether. He just wanted easy wins tbh.
That’s what most of them want. Ez wins.

as a game ages over the decades…
it becomes imperative that players
have options to spice up the stale

i thought i might try leveling a character
completely through pvp.
but the bg s don’t pop enough in the lower levels.
not enough players anymore.
its because levelling has turned into a process most people want finished as quick as possible. bgs dont give good xp so here we are.
They could add a low level comp stomp.
leveling bg participation started losing players when xp locked toons were put into a separate bracket. coincidence?
It increased participation when they were removed.
All throughout Shadowlands, Dragonflight and the beginning of TWW the low-level BGs were popping about 10-20 minute Q times depending on the time of day.
Only recently when I was levelling new toons were the BGs not popping.
