Going out on a limb here but I read it as this… You can delevope addons. After initial release of completed addon you have 60 days to publish it openly to the pubic. Does not specify which platform to publish to public. As far as the programing CODE it must be visible in its entirety and not HIDDEN in the FILES or obstructed from view. I may have missed other parts but quick scan on it.

I’m not sure what the original reddit thread said in the post. But I gather from the gist of it is that there’s some private addon that allows mass groups of people to que-sync? If so, this is strictly against TOS and EULA. I really hope blizzard does something about this for Midnight.
“publicly available” could definitely be defined further, is discord public? is sneakernet shareware public?
freely available means you can’t have paid addons, but also, not obfuscated to me means that the code needs to be direct in its function, as in you can’t have an addon that says it does X and then does Y instead, ie an addon can’t be used as a trojan horse.

Sort of, code obfuscation is a process where you make the code nigh on unreadable for anyone who tries…
It’s so anyone who does read it, has no idea what it’s doing, and it makes it incredibly difficult to reverse engineer.

You would have to ask the author.
I pointed this out before: a public repo on github is 100% public. So you’re saying that’s 100% legit even though you would have no idea it exists or how to search for it? Do you know that the addon in question isn’t contained in a public github repo? How would you know that?
IMO, Blizzard should run an official registry for addons instead of sitting back and having it be done by third parties. As it is, “public” doesn’t mean anything because all sorts of things are public that you would never be able to find.

If it was up to me I’d say that blizzard needs their own registry as well.
If you make an addon for their game, every player should be able to find and use it. That’s how I personally view the rule, and how I feel it should be implemented.
There’s a lot of gray area to skirt around, that’s for sure.
I’ve only done a few thousand BGs so my sample size may be a little small, but this is the first time I’ve ever seen it done.
That’s crazy to me, as I personally don’t play EBGS all day everyday but at least a few times a week I’ll run into a side doing the Frost Wyrm in Ashran. Flying out the side of the Ally keep, or over the Hill on the Horde side w/ Kites are sure ways to avoid them.
