Pants makes sense to me. There’s a difference between skimpy primal mog and outright underwear.

Why not pants? There are some pants in game that are already skimpier than our underwear, at least on female characters.

Problem is that there are some dresses, primarily the dubbed “slave leia” from AQ40, that bare the thigh and the only options are to use that one barbaric underwear appearance or leggings like Black Mageweave. And you’ll still see some of the pants. It’s annoying.

Why is this coming out bit by bit? It makes it feel like you’re throwing out these options to appease players when things get heated. Put them all out at once.

If you can deal with ‘Hide Chest’, you can deal with ‘Hide Pants’. There are very few reasons to hide the chestpiece other than wanting to look like a stupid macho guy as well as showing off some of the tattoo options allied races have. Guess where else allied races have tattoos? Legs.
PS: Female Pandaren pantless can actually look decent as part of a mog due to how fancy the undergarments are. I won first place in Trial of Style making use of that for the “Zen” category.

Excellent news!
Though honestly, people are going to make revealing mogs whether you let us hide pants or not. In many cases, the default loincloth matches other parts of the set better than the very limited selection of pixellated options. Baine even wears nothing besides an extravagant belt and a loincloth.
Just because people have options to hide everything does not mean that they will; and even people who hide pants are not necessarily running around completely naked. I do revealing mogs from time to time and being forced to use one of a couple options is lame, especially with the broken textures they have.
It’s clear that the devs are looking at expanding player freedom with transmog, finally. Please don’t stop 90% of the way there!

I’m glad they’re adding more options, but there’s absolutely 0 reason it needs to be staggered. They’re holding back.

What’s staggered? The no hide to everything except pants could possibly come at the same time. We have no idea about the timeline. All they said was future update. You are reading far too much into it to justify your complaining.
Actually, upon re-read, they said it’s a set of changes, so it’s more likely that hiding everything but pants will come at the same time. So not staggered at all.
Look how long it took them to make kul tirans playable. imagine the headache and money it would take to make a snake a playable race.
