So am I just not able to complete this achievement if I never get handfuls of snow from the revelers? Do I really have to pray to RNGesus that I get snow on a 60min CD? This is dumb.
Short answer: yes. Although the odds are somewhat high, and you get 5 charges. I got the achievement after my 7th kiss and I circled Dalaran a few times, or visited the AH in major cities.

The snowflakes can’t be mailed, but they can be traded. if you have some alts, you can have your alts /kiss the revelers, and if you get snowflakes on your alts, you could trade the snowflakes with a friend or guildmate, then have the friend or guildmate trade the snowflakes to your main.
