The quest “Uniting the Isles” provided from Khadgar in The Violet Citadel in Legion Dalaran is not available! Can you please fix this?? Not possible to open up the world quests for Legion on a remix character atm 
I havent tried on any other. I cannot seem to post on the character I am on, lvl 76 zandalari hunter and I have opened up the whole Legion previosly with an alt.

Same thing happening to me, the quest marker for “Uniting the Isles” is on my map in the violet citadel, but Khadgar isn’t there.

Sadly, all the quests that require Khadgar in Legion appear to be broken at the moment, which breaks most of the expansion

I have same issue on my warrior, but i just completed all these quests on two other alts and Khadgar was working fine for those two. I just don’t understand it.
Having the same problem, boosted this new character to level 70 a couple of days ago, completed TWW’s campaign. I skipped the intro for Legion and Khadgar is nowhere to be found in Legion’s Violet Citadel. I did find him in Chamber of the Guardian on Dalaran but he just has dialogues about the Harbinger and the Dark Heart, no quests.

I am having the same issue with The Nighthold quest.
Warmage Silva is also missing, so you can’t turn in the KT world quests.
Heyas, it seems you will need to finish off the full new TWW campaign and unlock The Earthen race to get him back. Works now for me! GL everyone!

Yes, you have to finish the TWW campaign and unlock The Earthen allied race 
after that he will show up again.
Hopefully even that is a temporary workaround, because it really shouldn’t be mandatory to play through the latest expansion in order to access old content when you already have Chromie Time unlocked.

nope. I completed all of that for weeks and Warmage Silva is Still missing as of 9/23/24
