Khadgar missing; cannot complete Legion Class mount

Khadgar Missing Entirely, Can't Do Old Quests, Stuck In Legion

I’m just trying to get my Divine Steed glyphs from my class hall on a relatively new pally but Khadgar is just completely gone and I can’t pick up from or turn in quests to him. I’m stuck in the part of the class campaign where I just have to wait an hour for a follower mission to finish (oh boy, how exciting) and I need only 90 more order resources to be able to buy the glyph I want. So I’m thinking whatever I’ll just go do a wq and get some that way, but I can’t do wqs until I complete Uniting…

Same thing happening to me, the quest marker for “Uniting the Isles” is on my map in the violet citadel, but Khadgar isn’t there.
