Strictly farming is very brutal (my BS alts can attest to that), but there are sometimes world quests that award Bloods. Not to mention doing any world quests that drop gear.
In addition, Bloods can be awarded via the mission table in your respective Class Hall. They can also be purchased via Quartermaster in your Class Hall with Order Resources.
You farm greens to DE by farming world mobs in legion, or by doing a crafting shuffle, or by farming dungeons. The last few xpacks raids dont really drop anything outside of the occasional BOE epic and a few grey items. They never were a green item farm.
Edited to add, for cloth and greens, raid farming has never been the most efficent method to farm, find yourself a solo hyperspawn area and go nuts, you’l fill your bags quickly. Even more efficent with a 2x4 farm group.
