If layering is still around when battlegrounds are introduced, I’m concerned players will figure out how to change layers while they’re inside a bg and then they’ll be able to cap nodes or cap flags without facing any opposition.

Bro theyve already said layering will be removed by phase2 and battlegrounds don’t come out until phase 3
Actually they said they didn’t know when they are going to introduce bg’s, they have left that TBD. It’s in the sticky! But you are also right in that it is extremely unlikely to come out before phase 2.

They won’t be. Blizzard has promised that they will be gone before phase 2.
Battlegrounds are Phase 3. Every single time the issue has come up in a discussion with developers, they’ve reiterated they are committed to removing layering by Phase 2. So, I think it’s highly unlikely we need to worry about this.
Blizzard is really weird about what they sticky and when they remove it from being stickied.
