Depends on how thick one’s plot armor is over the other.
When did this happen? The answer for who is stronger is 100% Khadgar and those saying Jaina are simply incorrect. I’m just curious when Khadgar directly flexed at Jaina since I can’t remember. Was it during WoD’s legendary ring chain?
It was when Khadgar went to Dalaran during the pre-release events of Legion and told the council that the Horde must be allowed back into the city for the upcoming threat.

Khadgar should win, but Jaina would win if it actually happened because the writing team would just give her another DBZ power up or whatever.

based off lore; khadgar, Jaina is strong af too though i think it would be an interesting fight regardless.
Jaina’s pretty powerful but if you dig into the lore, Khadgar 100%.
I think Khadgar would win, lore wise.
But there’s not a lot in WoW that will ever top the end of the Daughter of the Sea shanty cinematic where the camera focuses in on Jaina’s face as she sings “beware…of me”. That sent chills down my spine, and probably everyone else who knows Jaina’s history and raw power. I felt pity for everyone she was about turn her sights on.
Of course, then they followed it up with the floating ghost ship, arcane cannon, womp womp womp. They completely ruined her whole presence. Jaina’s entrance into the battle would have been a lot better if she just teleported into the middle of the blight. Used an arcane barrier she increased in size dramatically to blow the blight away, and then tore through the remains of Lordaeron Castle as Sylvanas, noticeably terrified at her sudden, unexpected appearance, flees for her existence until she can manage to do something…anything…to regain control.
Khadgar alone is a very powerful mage. But Jaina has what was left of Aegwynn’s guardian powers and her staff has the Thunder kings power in it too giving her much more power then what Khadgar could get without becoming the full blown guardian.
Kadghar, he has an ancient OP staff.
I believe in cannon jaina is the strongest mortal mage on azeroth. Only characters like azshara, medhiv, and his mom are stronger.
