Kel'Thuzad's ability use on PTR

If a boss is making decisions based on the type of targets it wants to reach it could be fitting that the numbers change based on the type of class and what the boss feels the threat is.

I would think this would need MORE testing to see what happens if you bring only ranged or only melee to see what a boss is going to do and youll be able to get more information on the decision trees that bosses use to select the attacks it wants.

I mean, the Twin Emps fight duration varies wildly on how long their swap actually takes after the first. But that wasn’t the only example of inconsistent major ability usage by bosses.

No, but Twin Emperors also have significantly fewer skills to bother with, and lack of available bugs to explode/mutate likely contributes to smoother or “consistent” teleports.

How KT chooses some of his targets may also be kinda wonky, even if they’re set to 1,000 yard ranges and such, causing abilities to delay until a higher priority skill pushes it further down the line.

The clarity from Blizzard was good, but given the consistently inconsistent spell timers for every single fight in Vanilla, even on bosses with only 1-2 abilities (see BWL Drakes skipping Wing Buffets because of Shadow Flame), KT having massive delays on some abilities due to other conflicts should have been anticipated.
