this is over. void elves have replaced the few elves they hung around. they couldnt copy paste blood elves(high elves) on the alliance, so they created a high elf variant that the alliance side COULD use that would tie into the future light/shadow conflict that we all know is coming in the future
and then ion confirmed blood elves(high elves) have moved on from blue eyes and given them golden eyes. they are thematic opposites now on each faction. now lets pretend vereesa lives in stormwind and wears a 7th legion tabard, where the hell does she and a couple shield mages fit into the story?
There’s a few mages and portal trainers. Some others with uncertain status. Then there’s the Silver Covenant, who I’m pretty sure is being fattened up to be raid trash. Given that the Purge was brought up again in BFA.

high elves left the alliance. but they begged and blizzard caved when a group of them were transformed into void elves and returned to the alliance led by alleria. that is FAR more then they deserved. and its still not good enough

I think it was a way to proxy the Alliance in a conflict with Blood Elves. I don’t think they are meant to be anything more than an antagonist in their story line.
Most of the population requires time travel to find so it can be hard to say what’s there.
