I disagree. The fact you don’t spend any significant time at non-max level is a big problem with the game. Not that I have any solutions because the games final pull revolves around the ritual of attending periodic raids and player level only converges at the max level. Maybe copying the hell levels from EQ could help players pool at levels for dungeon content. Like Every 5 levels your exp required is quadrupled so players stick around at that level range for longer.
