I’m trying to get my friend to join for free, but it still says he needs game time.
Any form of Classic requires game time.
Retail can be free-to-play with many restrictions.

It’s supposed to be allowing folks to access the Progressive Classic iteration for Welcome Back week.
It’s not free for everyone, it’s only for those with already inactive accounts, I’m afraid.
