Okay, just successfully completed this quest and I want to do a better job making it clear as to what you need to do, because it's exceedingly confusing.
The harpoons you need are actually across the bay and up above where the quest highlights are on the map. There are two, they are tilted downward, and when you click them, they are highlighted green.
Once you take control of those, you do indeed need to hit each building in the center with your target--it will not automatically fire the weapon. After each successful hit on the building, dragon-riding defenders will come and attack you. You must right-click them to target one, then attack with the #2 attack.
That's all you should need to do. Once I figured it out, it made sense that the necessary harpoons would be across from their targets, but the way the quest is set up in-game confused the hell out of me.
Hope this helps everyone else that's having trouble!
I was having the problem: where if you were able to access the harpoon you couldn't hit anything. I noticed in someone's video completing it the Area was crystal clear and mine was foggy so I went into the system section (by pressing esc key) and I raised my view distance and environment detail to ultra (under environment. And i was able to compete the mission fine. Yes you have to hit the top of the building... using the harpoon the furthest to the right if your looking off the cliff.

there seems to be 2 different things going on here and some people are only reply to 1 thing or the other. yes, we saw the previous post offering 1 explanation for 1 bug. that's not the only issue. there is also an issue with targeting the harpoon to begin with. i have been to every single harpoon that i could see, and i have not be able to gain control of any of them. each one says "out of range." so as far as i'm concerned, the game is bugged.
i see 4 all together, 2 that are alone and 2 together. if the 2 are the ones we are suppose to target, then it is bugged for me. i cannot target them at all.
it looks like for this one, you have to turn up your graphics. personally, i do see this as a bug. you shouldn't have to do this complete a quest.

Nov 23 1915 still bugged, harpoon will shoot but nothing happens
Its not bugged, just have to aim to the roof of each building exactly. On wowhead they explain how its done.

I hate to say it but Mauller is wrong. I got the longhouse and the defenders but something is blocking me from targeting the other two buildings. On my screen is looks like some type of fog. I can target the water in front of the building but the target will not come up when I mouse over the building itself. I aimed at the middle of the roof but no target!!!!!!!!

I've tried to do this quest several times in the past 3 years,
and I thught the same that it is bugged.
But I did what Muller said, and it worked in a Single shot..
AIM for the center of the roofs.

Well, after reading through all 3 pages of comments, I decided to go to the System setting in the game, change the "view distance" to high, and voila - the fog cleared up, and I could reach all the buildings. After that, it was simple and took only a few minutes to complete. So, not bugged, just, badly designed in that you have to change a setting before being able to complete the quest.
not bugged. just did the quest less that a week ago. as you can tell by my tabberd i have loremaster. you must be doing the quest wrong

Seabhac: VERY helpful tip. thank you!!!! Had a lot of trouble. I changed View Distance to Good, (didn't have to go as far as high) and the fog went away and the quest was completed in just a couple of minutes! Completed quest 3/23/2016
Confirmed 5/10/16. Raise view distance in settings and the quest completes perfectly.
As of 061316 this quest is still bugged. The Longhouse says it is destroyed but it is not updating on my quest log.

After multiple UI reloads and relogs, this quest finally updated for me and I was able to complete the quest.

I attempted this quest yesterday and found that none of the harpoons were targetable. I abandoned and reacquired the quest and found that it worked perfectly.

I figured it out!!!!!
I went to Escape then to System then to Graphics down to Environment moved View distance to a 3 along with Environmental Detail to a 3 and Ground Clutter to a 3, hit apply and everything was clearer and I was able to make the shots with no problems at all !!!!!

for me, 'it goes to 11' allows me to get in control of the harpoon gun, but nothing ever 'happens'... the green target does comes up and i can fire the harpoon and it does animate to hit the buildings and i see them catch on fire, but it never 'scores' any hit of anything... there are no defenders to shoot down... the right weapon always just says 'target must be in front' even if i'm lucky enough to have a random 'local' defender in front of me ... i have gotten to the location twice now, tried logging off, tried restarting quest... nothing... i can't get past this point in the quest stream as a result (not sure if that is anything of importance of not... i don't know yet!)... :)
ADDED: just noticed the other posts here go back months.. i guess i shouldn't hold my breath on this one... hehe
PS - is there any way to see a list of the posts i've made to the forum? trying to hunt down replies by searching for them manually or via the search engine is not fun...
bugged again, can only get main building. Smaller buildings cannot aim at or hit!
