IIRC, your credit or debit card can only make Blizzard purchases in the region it was issued in.
If you ever need to present proof of ownership of the account, such as a drivers license image, I would think that using it for proof in a different region than the issuing country would generate some problems.
Blizzard tends to be pretty strict about crosss-region movement of money as it lends itself to money laundering and various other types of criminal activity.
They don’t want various governments cracking down on their operations.

The currency you are charged is based on the address to under which your account is registered. Using a VPN has no mitigating effect. As an example, my account is registered with a U.S. address, but I occasionally connect through a VPN server in the Netherlands (for reasons). I am always charged in U.S. dollars and never in Euros.
And to answer the inevitable next question, registering your account with a false address would be borderline fraudulent, and will undoubtedly complicate things if your account is ever compromised and you have to provide proof of ownership, which tends to be photo ID with your name and address (both of which need to match the account information)
Yeah, I agree but there’s a lot of organized groups with stolen accounts that can use currency conversion to increase profit through tokens or game time purchased with a 40-50% cheaper currency
I think they need to find other employment if that is the extent of the money they need to launder.
