If so, when? My wife and I would like to make sure we go to a good population server that’s active…and stay together and not get separated by a sudden transfer. TIA!!

I came back recently and at least on Horde side, Horde pop is almost zero from what i’ve seen. At first I thought that perhaps my DK was still in TBC content, so I went back to Org and in the several times I was there, I only once saw someone else there. Just one person. Are they offering server transfers? I’d like to go someplace else if that’s the case.
I also have this same question. and all the servers on my list have dwindles and most are locked? The auction house is empty and practically nothing available. I guess I didn’t get the memo on what is happening? I’m not a guild player, just play with friends and quest, so not in communication with a lot of people. What is happening, and what are my options going forward. Yes, are there character transfers? Are there new servers available ( they don’t pop up on my list…just locked or full and only a handful 
) If anyone knows, please let me know what m options are 
I logged in this morning and 8 people were online including myself, and fully literally zero items were on the AH.
