I leveled prot, and it procs pretty often, but should probably stay up for most of my pulls. I can only assume there is some sort of internal CD that isn’t mentioned in the tooltip.

There isn’t. 10% chance to proc on hit is still relatively low, so its not out of the question to not see it for a while sometimes. You can tell there’s no ICD if you pull like 50 mobs at once and see it constantly proccing.

Yes, there is on the attack, but none on the buff you get… It’s about .5 - 1 second like all other extra attack procs so that the extra attack can’t trigger a second extra attack.
So you can get a reckoning trigger without any cooldown and with a large enough pull have pretty much a 100% uptime on it.
But the attacks themselves have an internal cooldown to keep the extra attacks under control. So if you haste your attacks enough, you’ll notice you only use a charge every other swing at times.

It just seems that with 5-8 mobs, and the duration of Reckoning, it would be up more than once or twice a pull (average I believe it to be).
Something else to note is that it can’t proc on Dodges, Parries, or when the enemy Misses. Only procs on Blocks or normal hits.
