You can make one, but none of the raids in TBC are 40 man.

Yes. Molten Core, Blackwing Lair, AQ40, and Naxx are all 40 person raids.

Kara/ZA are both 10 man
Everything else is 25 man

It’s “old content” but you can still go back and run it.
If you meant are there NEW 40 person raids in TBC? Then no.
