I started a Priest and equipped him with 5 pieces of heirloom. Level one Smite does 15-19 damage; with heirloom it adds 16 spell power bonus damage. So I should get damage in the 30’s. But no, I am getting 15-19. Anyone else having the same issue?
Green stats on heirlooms bugged and not providing stats. In this 20 year old game. GG blizz.
The bonus xp works though.
I beleived they fixed that.
The real problem is their level.
Spellpower isn’t an exact 1:1 increase and has coefficients that at the lower levels don’t scale as well.
Do dmg coefficients with low spell ranks still factor in? I know it did in classic prior to level 20. Here is an excerpt taken from

Spells learned before level 20
Many spells have multiple ranks. To avoid abuse of lower ranks to have a similar effect at a negligible mana cost, any spell learned below level 20 receives a large penalty. If such a spell has a shorter cast time than a higher rank, this is also taken in to account. This penalty can be calculated by subtracting 3.75% for each level lower than 20.
(20 - Level Spell is Learned) * .0375 = Penalty
Downranked spells
The ability to downrank has been removed with the release of [patch 4.0.1]
Downranking, the act of purposefully using a lower-rank cheaper spell, no longer has any mana benefit as of [Patch 3.0]
Supposedly the down-rank formula changed form classic to TBC to Wrath, and I do recall playing a fully heirloomed (chest, shoulders, weapon, trinkets, and ring) and enchanted mage, and being able to nearly one shot mobs with fireball from the jump, if not one shot them with a crit. I’m just wondering if somehow old down rank formulae are being applied, because it’s rather strange that some parts of the gear, as in the exp bonus would apply, yet the stats do not.
Also, smite has a spell power coefficient of 71.43%, meaning you get about 11-12 of that bonus damage and not 16. If any of those down ranking penalties still apply, it would further reduce your spell power bonus.

Perhaps check this out when you hit 20. Use your maximum rank of smite, and see if it’s applying bonus dmg equal to ~ 71.5% of you bonus spell power.

I kitted out a level 1 priest with almost 100 spell power in tbc as we could still put on epic pant enchants on something like tuxedo pants.
You didnt mention if you fully enchanted your gear as well but there is a considerable damage increase to shadow word pain and mindblast if you also get +20 shadow damage glove enchant.
By level 35 i had full of shadow power gear and literally one shot most things. By level 45 it evened out and i couldnt just run in and tab spam swp and kek anymore. Still really strong but definitley not op.

I can’t remember the exact phrase of words but its like diminishing returns for spell power with certain spells, I think holy light is like 0.80% sp and flash of light is 1.1% so or something?
You can find the stats on wowhead wotlk and it will show you how spells have diminishing returns and such, or whatever the phrase is.
16 SP does not mean 16 damage on a nuke. Nukes use a percentage depending on their base cast time. Faster cast uses less SP. To use 100%, it needs to be 3.5 or longer (fireball, pyroblast). Debuffs such as pain use 100% however, with the damage being spread out over time.
It’s just that low level spells don’t scale too well. I had staff with +29 spell power ench, and got barely 5 extra dmg with spells.
