I am level 11 and have done all the usual Goldshire quests but can’t get the starter Westfall quest as an offer from the guy in Goldshire, or anywhere else. When I go to Westfall nothing is available to me except the quests just over the bridge by the overturned cart.

They redid all the quest flows in Cata so that now the zone quests progress in a much more linear fashion. The quests by the overturned cart are where you start in Westfall now.
