I’ve see these toons standing in Stormwind for years gambling in open chat. They use /say and emotes for communication.
I thought this was against the ToS, but reporting seems to do nothing as they’ve been at it for a very long time.
I don’t want to waste anyone’s time by reporting if it is allowed.

Advertising casinos is indeed actionable. Report away!
As long as there are unwitting players for them to swindle, they’ll keep trying to get away with it for as long as they can. Don’t let their determination put you off.

These tend to be low lvl, easily replaced, toons doing this (much like the low lvl ad bots in Services, advertising ‘boosts’ for ‘gold’). Blizzard even has an article addressing casino/deathrool scams:
The scamming is common enough for them to have an article. Report it when ya see it. (I’ll do the same).

Wait a sec. Are they actually doing the gambling, or are they just advertising for it? Doing the gambling in /say and emotes may not be against the rules (but definitely report them, so Blizzard can judge for themselves).

I’ve always thought of this as a sneaky way to bring attention to yourself as a casino without actually advertising it outright, but I generally report them.

I don’t even get a message that “your report has been received and action has been taken against the player”. So am guessing nothing happens with these reports.
You will never know if a action is take its never gaurenteed all reports are looked at it misconception like this that makes players not report.

When you file a report, your main chat window will show “complaint received”. Once in a while you will get a notification a few days later “your report has helped make Azeroth a better place”.

Don’t be too disheartened honestly. Those don’t seem to go out all that often and it can take a long time for an action to take place. They can also show up on random wow licenses. I got on in Classic once when I was doing the WotLK promo and I never reported anyone there. So yeah, it’s nice to get those but it’s definitely not a great way to guage your impact.

I never got that, so I assume no action was taken.
If Blizzard wants people to report, they need to be more proactive in letting people know that it didn’t end up in the trash or black hole.
A lack of response will be interpreted as nothing happened. That’s human nature.
Thing is: Not everything someone report is going to be against the rules. Blizzard isn’t going to post public reports of who got action and for what. More so when some want to do it just for the lolz or be spiteful. Blizzard does what they can, but not everything someone does would be against the rules in of itself.

I also said it can take weeks for anything to come of a report, if it does. It sounds like you just reported the people very recently.
I’m sorry you feel that way about not receiving mail. Is it nice when those come, sure. But it’s not guaranteed nor warranted in every case. Like has been mentioned, nothing may even come of the report since it wasn’t deemed punishable.
Just report what you feel may be against the rules then go about your day as best you can. Does no one any good to hang around the mailbox waiting for validation they were right.
If they are running a casino in open chat and you report them, Well they will get actioned. Not allowed to advertise one and sure that would include running one in open public chat.

No. I’ve been doing this for the last year or so. Maybe longer. The fact that it continues and on the same toons makes me wonder if maybe they aren’t doing anything wrong and I should stop reporting.

Very possible they are using diffrent accounts with very similar names or deleting the other ones you saw and making new characters using the same name. The gold spammers will do this to make people think nothing happens.
advertising a casino any place in wow is against the rules! So running one in public chat would qualify as advertising

Same name. It’s a couple of them. And they aren’t low level toons.
At least one is a streamer that multiboxes doing it in various areas and different servers and it wouldn’t surprise me if a lot of them do the same. Some of them do have Total Roleplay 3 profiles that advertise the gambling or streams, some have names advertising the stream. Probably hasn’t met the threshold of reports to even get looked at over months.
