So far, I did a test with this DH alt and I got into the Loamm City but I only got the quest “Power Unified”, You can do WQ if another character already completed the quest “Six Hundred Feet Under” which unlock those and kill rares.
However, the quest power unified requires the weekly, I don’t know if there’s another way to complete that quest which provides |Splintered Spark of Shadowflame|
Tweet from a Dev regarding the current “skip” option that’s just go directly into the zone.

same here. can only get the Power Unified, which you can’t complete unless you do campaign. Seems silly.

Dev is checking on this now:
and WoWhead also reported the issue with the missing weekly on alts.

The reason you can not pick up this quest : [A Worthy Ally: Loamm Niffen], is because the Loamm Niffen faction is still being locked.
when you click the dragon icon near your world map, you will see the fraction is still being locked and it requires you to complete the quest : Six Hundred Feet Under in order to unlock it.
however, if order for you to receive this quest, you will need to start it from this quest : The Land Beneath, however, unless you character will complete this quest in 10.07 : 1. Return to Viridia, you will not even able to see the quest giver.
Hence, no matter if any of your other characters had unlocked the world quest in 10.1, your alts are still messed up.
Please fix it.

I can pick up A Worthy Ally on my alt now, though the faction does still say locked.

Same, I just checked on my DH alt and now I got the weekly quest but the renown shows as locked, however; I did a WQ and it provided reputation progress in the rep tab for this new faction.
yes you will gain progress on the faction but if it stays locked, that means you wont be progress beyond level 1.
actually, whatever the current fix is, it still hasnt fixed the issue.
The quest line for 10.1 should work the same as 10.7, if your first character will progress enough to complete the campaign, your next character should still receive the starting quest at Valdrakken, then you should have an option to skip it or not.
the only option now is to fly directly to the cave and that’s it.
That’s because Devs tried to do something different this time, because the access to WQ and the zone was there, now they’re fixing the missing parts.
I agree that a skip with the typical “I already know this part…etc” like 10.0.7 its better, I already reported the locked issue to Sarah Dev via twitter, I don’t think they’ll add a skip but they’ll provide everything else for the renown, weeklies.
As of today, if your character has not completed this quest : Return to Viridia in 10.07, your character will not be offered the quest The Land Beneath.
Technicallly, you will be still able to fly directly to the zone and see the world quest if your other character had been completed all the quests needed to unlock it.
However, this is the key : 10.1 is very different than 10.07, the Loamm faction is the key for all the new contents, even with all these new rares, you are not getting upgraded gears like you did in 10.07, if you are not able to do the normal quests to reach Loamm hub, you will be at least 3 renow behind of any other characters, which will be terrible.
In short, unless you dont want to play your character in this patch at all, you should go back to the forbidden beach and finish those quests.
To fix this situation is quite simple, just offer “The Land Beneath” to all the character in the account as long as any character had completed Return to Viridia.
And then also give an option if any player will also want to skip the first 25-30 minutes intro quests until they will reach the Loamm hub.
I already did alts on this patch as I mentioned on above comments, so far you can reach the main city and get access to WQs and now the weekly quest, the only thing that remains block is the renown progress, however; you don’t need renown for any unlock upgrade.

I still expect renown to be unlocked for alts, since that’s pending.
As per your comment regarding 10.0.7, it seems like you need to complete that content on your first character in order to unlock 10.1 starting quest, you need to complete the 10.0.07 questline but that’s not required for any alt.
This is how its working right now, I got the quest for 10.1 and I only did the 10.0.7 with my main.
I wouldnt hold your breath on this. Just being realistic
So basically the current situation is this :
-
if your character had completed the campaign quest in 10.07, you will have the pop up quest to start 10.1 and if this is your first character to play in this zone, you must complete the first 30 minutes of so introductory quest until you will reach Loamm. You will gain faction renow exp and you will have the faction unlocked and you can also unlock the world quest.
-
for your other characters, if you have not completed the 10.07 campaign quest, you will not be offered the starting quest in 10.10, your only choice is to fly to Loamm directly and pick up the world quest and also some side quest, you will be getting the 2 major weekly quests there, you will gain faction exp BUT your faction will remain LOCKED. if you want to resolve this, go back to forbidden beach and finish the quest and also did everything your first character did in 10.1.
-
Why unlocking your Loamm faction is important? If you don’t, you will not be able to get to renow 3 and activate the barter system and you will NOT be offered the 4 pofessional quests - which 2 of them will grant you 10 barter bricks.
Maybe this is their idea to block you from putting up a transmute army in the first week but honetly speaking, this kind of design is horrible.

A week later and still no fix for the faction lock

Trash grindfest weekly. Cant get my crafting currency because I’d rather spent the little time I have to game, playing the content I like, not grinding rep for the most insufferable creatures blizz ever created.

After looking into it I guess they did nothing about it? Rep is still locked on alts without doing the intro quest.
You can accept the weekly on alts just flying there, but you can’t actually do it because the rep is locked.
I’ll be playing Diablo 4 before they change it I’m guessing.

Why is Faction Locked for alts when they can do the weekly?
The rep on the circle thing is locked, but not your character’s rep panel.
I do wish they’d fix it though.
You can still gain rep and rep rewards though.
It is now July, and still pending?
It is garbage like this that makes me detest the current developers.
I returned having not completed any of this when it was new (Reach or Caverns), completed everything on main (Reach and Caverns), yet cannot get the supposed skip to actually let any of my alts skip.
Why is this still an issue and why is this faction locked in this manner in the first place?
