Just because the companys makes a tournament it doesnt mean it is an E-sport, they just wanna support their own community most of the time.
You would need several independent championships happening cosntantly to a game so it becomes a sport, You can say SC2 has an E-sport scene but by no means WoW have one.

Yes but its automated and when they see new stuff they investigate it and train the Ai to get it out

Im sure they update it daily. And the Ai is cheaper. Never forget that. Corporations have to stay lean to keep wall street happy.

The only skill cap in this game is for the ones whom play to “get” customers their rewards. When everything in this game is literally a card swipe away, it loses the fun…
I think there would be an increase for more than just the shareholders should the WoW team referee their PVP situation.
Less infractions would lead to an environment more conducive to a larger participation.
This could create real cachet for their unique and developed PVP system, resulting in buzz, resulting in a fully populated E-sport.
That’s a lot of money and free advertisement for a nominal investment. Far more than 100 dollars from select players every two quarters.

E-Sports are a very risky investment to make.
That’s what killed Heroes of the Storm.
You can’t force it. If there isn’t already a demand for it, forcing it just wastes millions of dollars for little return, and the changes you need to make to the game to make it E-Sports friendly can actively harm the ~80% of the casual player base.

It cannot be forced, but there are actions to cultivate it.
I think I can confidently say we established that a referee could be hired inexpensively, with a handful more staggered over time as momentum built.
Word of mouth is a force to be reckoned with, and a free ally.

So what I’ve gathered from wows 20 year history is, if you cheat in pve you will likely be punished, in pvp punishment is far less likely. Most of the cheating that could occur in pvp but doesnt that would also get you a ban, whether an account or hardware ban, are the same cheats players get banned for in pve.
Wall hacks, speed hacks, flying where flying is suppose to be disabled, invulnerabilty hacks, ect, all the obviously cheating scripts have gotten players banned. Kick bots took longer but were eventually broken. What cheating exactly do you want to see addressed by blizzard that hasn’t been?
Cheaters don’t care if they get caught. They get their dopamine from ruining others experience. They know going in there is a high chance of losing everything gained. People were using their covid checks to buy the bruto mount. Degens will do degen things. Plus outside titles, mounts are part of the 8 account limit per blizzard license. They get a glad mount on a ban account, they can use it on the other 7. You can just rotate through all 8 of them while you sit out 6 month bans on each. Unless they changed that recently, which I don’t see that they did from a quick serach.
A 6 month ban typically means the next infraction on that WoW license will be a permanent ban. And they do close entire battlenet accounts in extreme situations, so people absolutely would be risking not just one wow license, not just a permaban from wow, but losing all of their blizzard games.
Ah yes, banning a WoW degen surely will keep them away. They won’t just make a new account, with a fake number they can get off a free app and do what they did all over again and again and again and again. It’s WoW and Blizzard. The snail speed they move at, the ban waves that take them half a year to do, them admitting they don’t have the man power to stop botting and all is hopeless. I am sure them hitting jimmy with a 6 month is going to stop him from getting out his CC and rebuying a new wow license and doing it all over again, yup, we got him, pack it up. Problem has been solved, hurray!
