i started a new DH and when i got to lvl 10 i switched over to tank spec and infernal strike says 30yd range, and “leap through the air toward targeted location” but all it does is make me jump in place. No retical to aim with, doesn’t jump at targeted mobs. Just jumps straight up and back down.
How are you triggering it on the action bar, some bar modes can treat a right click as cast on self, I notice this on the similar rogue ability.
I found the issue. It’s now “self castable” so when i use it in my macro (hold alt) it self casts. Second issue i had was i couldnt change self button, i had nothing in my ui for it. Turns out elvui removes it from the normal ui. I couldnt find it anywhere in elvui either so, turning off elvui using the bliz ui to change the key and then turning elvui back on worked.

Glad you figured it out. My DH has a cast macro that automatically leaps to the location when i hit the macro, so i had no clue lol

add ! to your macro
/cast !infernal strike
/cast [mod:alt] !infernal strike
