Everything we know about Elune tells us she is in no way conforming to what the First Ones might have wanted her to do or be, unless they wanted her to be clearly more powerful than any other being they’ve created. Who made her isn’t really relevant to her power of importance. Is the fact that Azshara or Medivh are creations of the Titans relevant to their power level or importance? They’re both clearly way beyond anything that was intended for them.
Medivh was Sargeras’s handiwork so he is exactly where Sargeras intended him to be power-wise even if Khadgar removed him from Sargeras’s control.

Actually Medivh was his mother’s handiwork co-opted by Sargeras
