How many friends would roll on different layers, knowing they might never get together, depending on how the layers collapses before phase2? You can only join a different layer by being invited. Thus you need to know a person on the layer you want to hop to. Not saying it isn’t possible, as I am not server savvy enough to know, but the scope seems rather limited to how many wanna go through that process.
… if you have friends, I assume it’s not too hard to invite each other, would it? sounds pretty simple, sounds like something you’d naturally do if you want to play together in the same area.

what? new layer get created when there’s too many people. old layer get destroyed when there’s not enough people. this is just to ensure we don’t suffer from overcrowding. you’re still on the same server.

This doesn’t seem to be your normal form of sharding though, as far as I can gather. They are going for the old realm pop cap per layer, so each layer in function is a “server” on its own. Once the tourists and the " I thought I did, but I didn’t" leaves, you’ll collapse each layer as a merger to get one stable server of concurrent players.
Sure I might be mistaken how this whole thing works (pretty likely as I already stated I am not savvy regarding this)
