No it’s not. The epitome of min maxing includes efficiency. You would go the absolute highest you could normally and maybe a final push floor you would wait for cds on large packs before bowing out.

Funny how the leveling experience suddenly became much easier next expansion for the overt reason to help lure in new players.
Guilds may end up having their players level different alts with different covenants to swap out during different encounters to min max the run. That could possibly be the new norm.
Players are smart and always figure out a new way of doing things.
Blizzard wins because of all the time played added for the players to level those alts.

I could be wrong but even the most casual player should love getting that most powerful item. Min/maxing isn’t for all nor does everyone do it but it’s still good for the game.
A lot of people just go with the higher item level even when it’s a downgrade. That’s not really their fault though, that’s 100% on Blizzard.

Totally Blizzards fault. One way to balance things out would be higher ilvl equals upgrade. I think it was WoD where resto Druid was better off running 2 pc set from Blackrock and 2 pc from Hellfire. That’s a problem.
