Why is it that after you ignore someone they can keep sending you ingame mail and the only way to delete the mail is by unblocking said player , opening the mail and being forced into reading it , reporting them and then being foreced into re adding them as a friend to block them then having to re ignore them again , JUST TO DELETE THEIR MAIL !! You have to do this step everytime they send mail , even though they are already blocked ! Makes no sense at all ! Why does my ignore not block all of their messages regardless if its a dm or mail ?
If you have them on your ignore list, it should also block mail.
That has to be done by all your characters. It’s account wide for them, but only from a specific character for you.

Was there need for 2 threads tho 
So I have to add them as a friend on every character I have on my account , several dozen and then ignore them ? I have them ignored on the character they are harassing and thats not blocking them and they can still send mail .
I don’t know why you’d have to add them as a friend to put them on your ignore list.
But by all your characters, yes.

Yes , the first is how to actually report someone for ongoing harassment , this one is why they are able to send me mail even though they are ignored
How else do I ignore someone who is offline without adding them as a friend ? Considering I now have to log onto several dozen characters to block just one person who is harasssing me …
You should be able to just type in /ignore Theircharactername even if they’re offline, shouldn’t you? (Just tested this, yes, you can).
Also, if they’re bypassing your ignore by sending in-game mail to your alts, open an Ongoing Harassment Ticket.
Keep in mind that you can’t respond to them, or Blizzard will see that as a mutual conversation that both parties are opting in to. Every instance of them finding a way to bypass your ignore should get a new Ongoing Harassment ticket if there’s not one currently open.

I recommend this addon to sync your ignore list to all your toons: https://www.curseforge.com/wow/addons/global-ignore-list
One bit of warning though: The addon has two modes. One which just syncs your in-game ignore list to multiple toons. And another “unlimited” ignore mode that works around the ignore list limit built into the game. The “unlimited” mode is handled by the addon itself, so if you use that and add someone to that ignore list, it will ignore them, but Blizzard will not see it, so that will not “count” for ongoing harassment.
As long as you stick to just syncing your in-game ignore list to multiple toons it should be fine.
