Yes, there are times you can’t tell someone was looking for a free carry and waste time, gold, and consumables until you are in the dungeon and the timer is rolling and you realize they are doing less than tank dmg.

I disagree that the focus on the modifier is misplaced. The reality is that dungeons only scale infinitely in health / damage alone at +12 and above.
Mechanical complexity does not exist above that threshold. So why does it continue to become progressively harder? Because the health and damage scales multiplicatively per level.
If the answer to timing a +13 City of Threads was simply more output then we’d have many more timed +13 COTs. Again, the reality is that the higher the keystone scales the more strategies adapt around that.

Because you need enough output to succeed. Some dps cannot meet the damage requirement. Doing a 12 will not help them meet the damage requirement either. DPS increase from timing other keys = zero.

To what does timing other 12s help if someone wants to time a 13 mists, let’s say?
They gain no stats, no more knowledge on how to better align cooldowns. No more practice on mists. (Seen as the easiest key.)
The only thing that really changes is the probability of getting invited in the group finder.
