Horde zones weren’t even finished during Vanilla.
But Blood elves were planned for the Horde in 2005, so Blizzard’s idea on the unfinished demographic of the Horde was still expanding.

Yes. Give high elves to the Horde as a new Allied Race they need to unlock. Give the Alliance an underwhelming new race that no one asked for.
Watch as the forums explode with favoritism accusations because absolutely no one is satisfied.
EASY fix: blood elves have plenty of flavour. Same with Nightborne. I don’t think it would destroy faction balance to give the Alliance High Elves. Just give them Alleria options so they’re unique enough, maybe feathers in hair, blue tattoos, new hairstyles.
Imo…there’s nothing that needs to be fixed. Just because some people want something doesn’t mean it’s good for the game or has to be ‘fixed’ somehow.
