If I pre-purchased the epic edition of the War Within do I still need to opt-in for beta

No you get guaranteed beta access with the prepurchase of the TWIW Epic Edition.

Edit: Interesting to see it’s still useful to opt-in for a different phase of beta testing invite

As Forumcat indicates, you shouldn’t need to opt-in. Though I should note that there are usually different phases for testing, so opting in may make you eligible for any of those, and not just the pre-purchase option.
