You may want to re-read the initial posts. OP states they intend to quest by leveling, and running each dungeon once, then asks how they will attain REP. Explicitly asking how they will get to Revered and if they can get there questing.
The only answer is that they have to get into dungeon grinding… as the scenario setup, they’ve already exhausted all possible quests… and the only way to attain meaningful rep in TBC is going to be dungeons no matter how you ask that.
