Ultimately it comes down to what your definition of borrowed power is. Mine is power temporarily given to you that you eventually outgear (tier set bonuses) or new powers given via patch content (heart of azaroth).
But yes I do believe the game always had it, albiet not nearly as much as the later expansions. The tier sets is what comes to mind. More recent expansions are definate outliers and I fully agree they need to cut down borrowed powers that last 1 patch cycle.
Domination gear and shards has truly taught me to never trust any “new” system blizzard impliments that isn’t being stated outright as being evergreen

The dumbest president that ever existed. History is already forgetting how bad he was.
Looks like Blizzard agrees with my point of view completely. An end to borrowed power, and a return to Vanilla-Cataclysm style talents. This is the single best decision they’ve made in years and I can’t wait to see what comes of this paradigm shift.
All the people who said Dragonflight would 100% have borrowed power are looking a bit foolish in hindsight.
