This right here, Blizzard simply needs to add an incentive to transfer off and people will. Cheaper than reworking the netcode, and players wont get as grumpy about queue times.
On launch of Classic when we had the same problem I suggested there should be an amnesty window of unlimited free transfers to any server. Let communities spread out organically, mitigate any fear of being stuck on a dead server. And if people are still on megaservers with queues after that, nobody can say it’s Blizzard’s fault.
Hell, I probably wouldn’t even care anymore if Blizzard just deleted all the servers and opened up an equal number with new names and forced everybody to pick a destination.
I could see such a forced breakup working if they give all of the players a few server options to move to. Then guilds and friend groups can discuss which option to move together to. Have players commit to a destination but don’t move the characters until the selection period is over, removing options over time as the number of commitments reaches some threshold. That way you make sure you don’t have 90% of the population scheming to all to the same place.

You do, your $15 subscription pays for access to World of Warcraft game servers. It does not grant you a fast pass to skip the line to get onto a congested server

Realistically in my opinion, they need to treat it like those overflowing fountains of wine.
You know when you have hundreds of wine glasses all stacked up and someone pours a liquid into the top, and it overflows down into the glasses beneath, and so on and so forth.
Nobody is going to transfer to a realm with a matter of few hundred players, and if Blizzard think they will they literally are flat out stupid (so I dont think they do believe that)
They should just incentivise transfers down to the next highest pop realm till that reached their ‘goal player total’ then announce “ok we’ve hit our goal for server X, if your friends have transferred and you want to go for free you have 1 more month to make the move or else”! and then close it off, move onto the next largest realm, give that a boost, eventually you’ll have a handful of high population realms rather than 2 locked realms.
You said it yourself, we pay for access. Access to play the game with the guilds and communities we’ve been a part of for years at this point. We don’t currently have that access. It’s not our job to ensure we have that access, as you said yourself this is why we pay.

Blizzards current solution is absolutely a non solution and they know it. Its like a doctor saying, oh, you’ve got a fever, here lets throw you into ice water until you have pneumonia!
Its one extreme to another. The real solution is for the doctor to prescribe the best medication available that fixes the problem without creating additional pain, and they can do that, but they arent.
And im saying this as someone playing on the new realm who came back to play on the new realm, so ive got no horse in this race, but WoW offering transfers from super servers to literal dead servers is literally a ‘solution’ made by actual idiots.
