Okay I think I have figured out the workaround though it is weird and not intuitive.
Axe open the fishing hole as normal.
Stand right at the edge of the hole.
Face away from the hole - yeah, weird.
Change camera angle to above and behind so you see the hole.
Use a BIG bobber.
Cast.
Drop the camera angle down, so you see your butt and the bobber.
Your mouse cursor should show the tag for the bobber only.
Click that when you get a bite.
You may have to adjust the camera up to cast on the hole then down again to only see the bobber.
Weird, annoying, but it works, for now.

Having same problem as the OP. Dropping and reloading made no difference. Donnerweter’s idea to drop camera view down to only see top of bobber worked. Yes had to pivot up to cast then back down.
Same here, as soon as I drop it I can catch fish, but I don’t get anything but a fishing bobber without loot window while I’m on it.
Same bug as described by the OP mutatis mutandis. Drop the “Net Worth” quest and fishing returns to normal. Re-acquire that quest and the bug re-occurs. The OP first posted nearly 2 months ago and that is about the same period I have seen this Bug occurring. The bug does not occur 100% of time, but about 90% of time, and I have not discovered why it randomnly allows ice fishing as normal.
i think it is due to fyrakk’s assault being there. i can’t remember if dropping all the assault quests let me ice fish, or doing all of fyrakk first, then doing fishing worked.
Well having quests like fishing in a zone that’s under an assault is just absurd. Very poor implementation on Blizzard’s part there. “Oh hey let’s put 50 mobs in an area where you need to stand still to break ice, then fish. Shouldn’t be an issue, right?”
Still goofy as of 07/20/2023, but this trick worked.

Dropped reloaded several times… no luck. Enabled interact key and it worked. Thanks for thee fix. btw this was bugged along time ago. That was why I posted AGAIN. Hope I remember this for next time… lol
people keep saying use the “Enabled interact key” but don’t say where to find it. is it in the system menu , a addon , in spellbook & professions, speciazation & talents or what?
I figured out a way around it. Use a big bobber and you can actually click on the lure.

I was going to cheer about the fix, since I got one toon to do the quest a couple days ago, without doing anything unusual. Then I tried it again, and it was bugged. Nice job, blizz.
But at least you fixed the shoulder color on the elves in northrend Dalaran.
Still bugged. Tried all the suggestions here nothing works. Great work Blizz…
Same issue for me. I just don’t do that quest until after Farrak leaves
Issue is still happening as of 8/27/23
Enabling the interact key worked to get the quest done. This is majorly annoying though.

As of 10/18/23 this is still not working.
I noticed that my bobber itself ceased to be an intractable target.
So no mouse over ID popping up on the bottom right hand of my screen.

I’ve found that you can get around the issue if you use an Oversized Bobber (either the toy or the item you can buy) and then move your camera so that you are looking at your character & bobber from the side.
You should be able to mouse over the feathers on the Oversized Bobber and fish normally. I hope this helps.
