Yes, and Shamans were Horde only. Come Burning Crusade they introduced ways for the classes to be available to both sides.
As was seen with Death Knights, Blizzard can introduce story elements that allow greater access to classes.
However, unlike a basic class like Paladin, Hero Classes are further restricted by the time period and events of their formation. Their story is very specific about when it takes place. This makes it much harder to just add races willy nilly.
good share of the races are paladins huh? Alliance has more paladin races than horde. Alliance has humans, dwarves, draenei, dark iron, light forged where as horde has only blood elf, tauren, and zandalari troll… if anything we could use more paladins on horde since alliance is getting a lot of shamans lately
