My guess is Blizzard doesn’t want to take that chance. PvP is already a lower population aspect of this game.
We all can guess what we want I guess.
How many twinks would go through all that effort for 10 games? Then what? delete the toon and start again for another 10 games?
When XPoff was in a different bracket I never saw this, and BG’s were way better while levelling.
Also, class balance would be less of an issue, because twinks specifically roll classes that are OP on top of getting all the BiS gear which compounds the issue. Someone rolling a new character to play at 120 likely doesn’t just pick it because it happens to be OP in 39’s.

This isn’t true. The more OP classes happen to be the more popular ones as well (Hunter/Druid/Warrior/Mage) and Paladin thrown in there as well.

It might become the issue that supplants twinks, but it will be less prominent than it is now, because twinks pick those classes way more often. You know, so they can one-shot nubs.
Those numbers are pretty darn close overall. Now show me numbers for twinks.
They are pretty close, but the number of non twinks of those classes are still astounding. 19s is full of hunters and mages, 29s with druids/warriors. Also, I don’t have twink numbers

Why not destro spec? affliction while lvling seems a bit weak since you do not have the opportunity to stack enough haste to make it worth while.
How do you have non-twink numbers if you don’t have twink numbers?
Twinks choose OP specs because they are OP, they turn their XPoff to get all the BIs Gear because it is OP. All of it comes at the expense of those who have XPon.
I made thread asking what the benefits to having unified queues again are for XPon players and there is nothing but crickets…because there are none. All of this is at the expense of the XPon crowd.
Twinking isn’t fun without being OP vs most players, otherwise it would have thrived with separate queues.

I don’t even have those. The number of twinks is less than levelers so it’s safe to assume the majority are not twinks.
