My situation is I have 2 accounts with characters on the same server. Both of my accounts share the same email. I want the name from my level 60 character on my seldom used account to be on my main account.
What’s my best course of action? Can I buy a name change and get the name instantly? Or do I need to delete the character and wait 90 days?
Either do the paid name change on the lvl 60, or do a paid character transfer to your main account if you want to play that character.
Could you tell me how to do the paid character transfer to my main account? I wasn’t aware of that option. The issue would be my 60 is an alliance and my main account is horde on that same server, but I would be interested in transferring it to another server.
But to be clear, if I name change that 60, even on two different accounts that share the same email and payment method, I should get the name opened to me instantly?
If by same email you mean that these are two different WoW licenses attached to the same Battlenet account, then yes, I’m pretty sure that’s how it works.
If your concern with this is about not being able to have characters of both factions on a Classic PvP server, my understanding is that that restriction was removed with the launch of Classic WotLK.

Note: Classic Era does not currently offer name changes so cannot do this.
